Satellite 54-Zero by Douglas R. Other than the setting it is more a spy yarn than science fiction, up until the last chapter. I would have enjoyed it for what it is, if not for the author's puzzling choice of words in many instances, and inscrutable descriptions of the scenes of action in others (spaces and structures between buildings for instance), which were distracting from the otherwise well-written flow of the story.
