He served as President of the United World Federalists in 1970 - 1976. The Senate held hearings on June 18, and the nominee was confirmed, without objection, on June 29. He took the oath of office on June 30, 1945. On July 1, 1953, Evans was elected the third director-general of UNESCO and submitted his resignation as Librarian of Congress, effective July 5, to Pres. Dwight D. Eisenhower.
