Linz's "Failure of Presidential Democracy" is a strong argument concerning the importance of political institutions. He makes a compelling case that there are differences between presidential and parliamentary regimes. The book isn't quite as strong in its condemnation of presidential systems. Its case studies come almost exclusively from Western Europe and Latin America.
